Indonesia Becomes First Nation to Ban Grok
The decision by the country’s Ministry of Communication and Digital Affairs makes Indonesia the first Southeast Asian state to temporarily restrict the tool. Grok has faced global scrutiny after reports suggested it can generate erotic deepfakes from photos, including images of minors. Regulators in several regions have since launched investigations into sexualized content produced by the app, which was created by xAI.
Indonesia, home to the world’s largest Muslim population, enforces strict prohibitions on material considered obscene. “The government views non-consensual sexual deepfakes as a serious violation of human rights, dignity, and citizens’ security in the digital space,” Communication and Digital Affairs Minister Meutya Hafid said, describing the misuse of AI to fabricate pornography as a form of “digital-based violence.”
Hafid stressed that Grok’s future in Indonesia — one of the world’s largest social media markets — will depend on X’s readiness to introduce strong content filters and comply with ethical AI standards. Officials from X have been summoned for discussions.
Meanwhile, on Thursday, the European Commission ordered X to retain all records and data linked to Grok until the end of 2026. The precautionary measure, enacted under the EU’s Digital Services Act, is intended to safeguard evidence amid concerns about potentially unlawful content.
